Joy's practice focuses on transparent government issues and appellate litigation. She has significant experience with both in the private and public sector, counseling businesses, government entities, and individuals.
Prior to establishing this practice, Joy worked at a large law firm in Philadelphia and served as appellate and amicus curiae counsel to a state government agency, the Pennsylvania Office of Open Records, where she also issued hundreds of binding legal opinions in public records appeals.
In state government, she assisted with trainings, research, and the compilation of a case index including every significant public records court case decided since the advent of the law. While there, she represented a Commonwealth agency as appellate counsel, successfully defending the constitutionality of the state's public records law.
Joy counsels clients with public records issues across the nation. Firms, news media organizations, and government agencies seek out and rely on Ms. Ramsingh's focused experience when dealing with public records litigation and compliance issues.
